SOCIALIST countries are well known for their one-year, two-year, five-year and so on plans.
According to the reports so far, $1.2 billion has been spent on the five-year plan to ensure schools have computers for all year 9-12 students.
But by the end of five years, or well before that, how many computers will become superseded and need replacement?
By making concentrated efforts you can take a temporary lead, like a long distance runner.
But by doing so you are likely to upset the normal rate of progress and development.
You become spent at a certain stage, while others are moving ahead.
